Active Skill Support
3* units and above can have Active Skills (swipe up to activate);

Units need a ["sp"] field during combat -
This needs to raise as turn passes, spheres usage, and being attacked -
Some units may have this filled faster or slower (specially skill power), so a max_sp is needed (can be from skill file) -
Skill file is needed -
Client needs to support ACT_SKILL -
Battle needs to use the skill loop when ACT_SKILL is provided
