After rebirth, the milestone level-up reward is promised, but Eistein refuses to award it

Proposal 2: Clear TulimsharQuest_Eistein on rebirth

Proposal 3: Do some fancy math on TulimsharQuest_Eistein so characters who have already rebirthed can claim awards.

n1 & n2 are easy to do, but I like n3 as one of my chars is already through rebirth.
