Draft: nsiqcppstyle part of linter fixing, continued

nsiqcppstyle used right now is something from 4144 that we can probably pronounce as dead... but there exist versions of it that are still maintained.

TODO: switch to one that does not choke on preprocessor directives. This MR should fail and successfully point out the problem.
