Resubmitting delay edits

2nd attempt: changed beheader delay to 1150. 1-hand sword is 650ms. Beheader was 2000ms with a 10% speed boost making it 1800 base attack. 1150 + 650 = 1800. removed the speed penalties of 25ms on the relevant 1-handed swords as well as the delay penalties/bonuses on Jackal and Dragon Sword. Removed speed bonus of the scythe since it was already given range 2 as is more logical. I think that's it. See changes.
