Removed SFX from quest start and continue effects

These sounds could be annoying to those that avoided certain quests or quests that always continue, like Terranite Arrows. There is already a visual indicator. No need to hear a ding every time we see them. I left the quest-start and quest-continue SFX alone, though they should move to env or at least be renamed to something more generic.
