Move CI tools from CI/ to root dir in order to sync with ml/tools.git, where these tools originate from.
This helps keep both TMW and ML clientdata CI .tools in sync as well.
& Add symlinks for the short transitionary period or potential other users of this repository
NB: perhaps it would have been better to create CI/ and move them there in the ML tools.git, but they originate from there and it would "disturb the flow of history"(make history search a little bit more involved) so the layout is flattened here instead.
My end goal is to unify the two tools repos. (which means replace evolved/tools.git with ml tools.git)
